Who I think made the American flag is Betsy Ross. One reason to think this is that there were paintings to prove her work and they are considered historical documents. Another piece of evidence that I have found is that there were letters signed by her niece and her daughter. I also have found that the flag was in use before Congress chose the design and Francis Hopkinson was stated to be in Congress.
